PC completed a Housing Action Plan for the Town of Ridgway, CO, which the Town adopted in October 2026. The plan builds on the 2025 Ridgway & Ouray County Housing Needs Assessment and translates its findings into a practical implementation framework. It includes an analysis of zoning and density, vacant land capacity, recent housing production, and the Town’s progress in addressing housing challenges. The project team engaged residents and stakeholders through a happy hour, coffee hours, and an open house, gaining insight into workforce housing needs, development barriers, water supply concerns, and community character. The final plan organizes actions into five goal groups, identifying potential partners, success metrics, and implementation timelines, and includes peer case studies to guide implementation. It also gives Town leaders, regional partners, and developers a clear roadmap to expand attainable housing, align growth with water and infrastructure capacity, and preserve long-term affordability.
