Rooted in Rifle: 2025 Housing Study & Action Plan

The City of Rifle, Colorado, and the PC team began work on a housing needs assessment and zoning code update in July 2024. In alignment with Strong Communities grant best practices, the goal of the project is to provide actionable recommendations for code updates that support the development of affordable housing. Our team conducted a community survey from October 2024 to January 2025, which achieved a 4.6% response rate from the City’s adult population. The project has been submitted to the City, who plans to submit it to DOLA for approval and confirmation of statutory compliance.

Economic Impact of Moving the Oregon-Idaho State Border

Points Consulting assisted the Claremont Institute in developing this third-party assessment of the economic impact of moving the Oregon-Idaho State Border. The borders considered for this study are contiguous with the original proposition of the Citizens for Greater Idaho to convert 22 counties in eastern and southern Idaho to the Gem State. As of the publishing of this report, 11 of those counties have voted in favor of this proposition. In this sweeping analysis, PC considers all sides of this question from enhanced productivity due to reduced regulation, to alterations in income tax rates, and the distribution of Oregon’s existing debts.
