In 2026, PC completed a Continuing Care Retirement Community (CCRC) feasibility study for a stakeholder group in southern Cochise County, Arizona. Our team evaluated demand for housing and services across the care continuum, including independent living, assisted living, memory care, and skilled nursing. The study combined demographic and financial analysis, an inventory of existing facilities, evaluation of healthcare access and labor supply, and community engagement to assess development opportunities in Bisbee.
Our analysis identified unmet demand for approximately 490 residents within Copper Queen Community Hospital’s service area, supporting a proposed 60-unit community with a required market capture rate of approximately 12.2%. PC evaluated three potential sites and modeled three development concepts, with estimated development costs ranging from $13.2 million to $16.1 million. All three concepts demonstrated financial viability under the study’s assumptions, with a senior cottage community offering the strongest projected returns and the best fit with regional market conditions. Our team identified the City-owned Sierra Cobre property as the preferred site and recommended recruiting an experienced developer and operator, incorporating units for lower-income residents, and exploring grants and tax credits to improve affordability.
