City of Montrose Housing Needs Assessment

In 2023, PC worked with the City of Montrose to assess the demographic and economic factors shaping the local housing market. As the nearest airport hub to Telluride, Montrose faces challenges common to communities located near resort towns. The study identified critical housing gaps and strategies to increase quality housing options—for both the general market and underserved groups such as people with disabilities, older adults, and those experiencing homelessness. We found that homes in Montrose cost more than five times the median annual household income, exceeding the national average. With Montrose County projected to grow faster than Colorado and the nation, the City will need about 3,900 additional housing units by 2040.
Following the release of DOLA’s Housing Needs Assessment Guide for Colorado Communities in December 2024, the City of Montrose engaged PC to revise the 2023 Housing Needs Assessment to reflect the new SB 24-174 requirements.
