Palouse Regional Housing Assessment

Moscow, ID— October 1, 2019 – The Partnership for Economic Prosperity, (PEP) has released its Regional Housing Needs Assessment report as of September 25, 2019.

“As we worked towards economic prosperity in Latah county, we kept hearing that there were three big issues: workforce, broadband, and housing”, says Gina Taruscio, Executive Director of PEP. “In this case, we decided to focus on housing. And, since we share so many resources between Latah and Whitman counties, including workforce, we believed that this study needed to focus on regional solutions”.

PEP chose to work with Indianapolis-based consulting firm, Thomas P. Miller and Associates, (TPMA). According to Project Manager with TPMA, Brian Points (now President of Points Consulting), the report aims to “help leaders across the Palouse understand its residents’ needs for housing. TPMA analyzed both quantitative and qualitative information. And, most importantly, proposed a series of recommendations for builders, landowners and local government to consider in addressing regional housing needs.” This study was funded by the City of Moscow, the City of Pullman, Washington State University, the University of Idaho, Schweitzer Engineering Labs, Inc, and PEP, and will be utilized as a baseline for discussions regional housing solutions.

Dan Ewart, University of Idaho Vice President for Information Technology and CIO, and PEP Board President states “The housing study provides our region with data, ideas that have been successful elsewhere and a framework for the necessary follow-on work to provide the best possible mix of housing options to meet the numerous and varied needs. PEP looks forward to the collaborative work that will help create long-term improvements in our housing situation.”

The Partnership for Economic Prosperity, or PEP, is Latah County’s economic development partnership between the City of Moscow, Latah County, The University of Idaho, the Moscow Chamber of Commerce, Avista and other partners.
