PC conducted a 2022-2027 Comprehensive Economic Development Strategy (CEDS) Update for the Confederated Tribes of the Umatilla Indian Reservation (CTUIR) in Oregon. Community engagement for the project consisted of multiple townhalls, interviews, and a survey to help PC gauge the Tribes’ sentiment toward economic development. Our team also analyzed socioeconomic data to compile a Strengths, Weaknesses, Opportunities, and Threats (SWOT) Analysis for CTUIR, which assisted the development of the Goals & Actions for the Tribe to implement over the next five years as well as decision making and milestones for the next seven generations.
