PC worked with the City of Montrose, Colorado on an assessment of demographic and economic conditions affecting the housing market. Efforts centered on identifying critical gaps in housing stock and ways to ensure the production of enough quality housing options for both market-rate and under-addressed subgroups, such as people with disabilities, older adults, and people experiencing homelessness. The project was conducted in two phases, with the first focusing on data collection and analysis begun mid-August 2022, and the second on delivery of findings in the form of a final report presented May 2023.
