In October 2024, PC began working with the City of Bisbee, AZ, on a housing study designed to inform city policy and guide the upcoming Comprehensive Plan Update. The project included extensive data collection and community engagement, with outreach efforts such as a bilingual housing survey (English and Spanish) that achieved a response rate of over 13% of Bisbee’s estimated adult population. Engagement also included open houses and interviews with residents and stakeholders.

PC has completed the final study and it is now being used by the City to support decision-making related to short-term rentals, overlay zoning, and the potential use of city-owned properties for housing. PC also supported a community rollout and education campaign to share key findings and emphasize the importance of affordable housing. As part of this effort, PC and the City collaborated to develop an implementable Housing Action Plan that promotes healthy residential development throughout the Bisbee region.
